Incompetent?

Questions included on the South African student visa application include:

"Are you an unrehabilitated insolvent?" I don't even know what this means. But I sure hope I'm not?

"Have you ever been judicially declared incompetent?" Man, that would suck... Now you have the courts telling you that you're an idiot.
